Managerial Leadership
DE's current CEO Frank Tsang, an entrepreneur who founded three successful immigration firms in US, Taiwan and Mainland China has over 25 years of managerial experience. With our team’s extensive understanding of the advantages of outsourcing services and the foresight of the growing need China has in legal services, he along with his team started what is now known as Dream Express Technology (Shanghai) Co., Ltd.

(CEO)		 Mr. Tsang has been involved in consulting work for US legal service for 25 years. In 1984 he founded Immigration Express Immigration Company in Los Angeles, California and then established the Taipei office of Immigration Express in 1988.

Mr. Tsang has studied in Taiwan, Canada, and the United States. He has acted as a leader in many facilities, including the organizer and the director of the investigation team of Investigative Committee for Taipei Immigration Consultants Association in North America for 19 years. He is also the one of the key leaders of the Oversea Chinese American Chamber, and has held a Notary Public License for the State of California for over 20 years. In 1989, he was the Chinese electee of "Who is Who".

Andy Yen
(CFO)		 Andy Yen, director of the Strategic Team, has had a U.S. CPA License for 30 years, and has had rendered a service to one of the top four U.S. Accounting Firms.
His team focuses on the Development of Business Proposal’s and Financial Budget Layout of the company.
Chen-Cho Hinton
(General Manager)		 Chen-Cho Hinton was born and raised in Taipei, Taiwan, and educated in the United States. She received a scholarship from Interlochen Arts Academy, graduating in 1987. Ms. Hinton earned her Bachelor of Arts from the University of California in 1993. Subsequently she has taken advanced studies at USC, Columbia University, and schools in Florence, Italy.
As a leader of DE's Administration Group, she has 10 years experience in Law Firm Management and 7 years experience in Internet Marketing. She has made tremendous impact on the Marketing Research & Operational Management of DE.
Samuel Wang
(CTO)		 Samuel Wang, who earned a master’s degree at National Chiao Tung University in Taiwan, is the leader of DE’s Network Department; Samuel Wang works as Soft Engineer of U.S. Apollo Inc. and focuses on building up & maintaining Finance Management System.
The Networking Department lead by Samuel Wang is includes: Network Programmers, Software Engineers, Graphic Designers, Animation Designers, and Hardware & Software Maintenance Technicians.
Joseph Tsang
(Marketing Manager)		 Joseph Tsang, leader of both the sales team in Shanghai China & California US, his team is made of a pool of young and e-Commerce trained paralegals. Joseph and his team all have cooperated with the production, marketing, and testing of these e-Commerce Systems, and with their hands on experience in the law field their bilingual training has been a great asset to law firms around the world.
